Betta's generally don't get on with tetra's, they tend to get nipped by them. With regards to other fish betta's will get along with there is no hard and fast rule, as often as not it depends on the individual betta.
Personally I wouldn't chance it. Ram's are beautiful, my understanding is that you need to be doing regular small water changes. I think they're worth a little extra effort.
Barring that, possibly a dwarf gourami-but they are notoriously sickly, and need a more mature tank. I've known dwarves to survive in a 3 month old tank before now though.
