What are the two magnet things that have velcrow for?

Is it an algae cleaner that was a bonus with the wisper filter? I got one in mine. You place one part inside the aquarium and the outside and slowly move it back and forth to clean the algae off the glass.
May be something different but that is all i can think of that would have velcro on it that comes with a filter.
