I agree that Ottos are best kept in planted tanks and in groups. They need hiding place as well. Once mature, they become nocturnal. During the day they sit in cluster in their favorate hiding spot, mine sit behind intake tube in heavily planted tanks. They need good quality water.
Now a couple of questions: how big is your gravel? a lot of bacteria can accumulate in a gravel if granes are big enough for the food to fell in between them. If tank is not planted, they will spend time looking for food on the bottom.
Why do you need ph down? Even angel fish that comes from soft water live and breed in hard water. Mine is 8ph and I do not use anything except diy yeast CO2 method that lowers it down to around 7.6. But I also have qt tank with angel fry in 8ph water doing fine. Otos are in there too, never lost one due to hard water yet.
Nitrates seems high as well. Usually people make water change if they approach 20. Plants will also lower them as it is their food, but you need light for it.

I personally had no luck with these guys. I bought 3 in my original tank over 2 years ago - one died in 2 weeks, one in couple of months and I don't even remember when the last one died. (These guys are not very visible in a densely decorated tanks).
