I'd say fully stocked and arguably slightly over. The severum alone could do with a slightly bigger tank. But with that and the acara you're pretty much done. The angel and tetra definitely make it fully stocked. You could perhaps add some bottom dwellers but you'd want to consider maybe adding a second filter if you add anything more.

I thought I was cutting it pretty close. Certainly wasn’t looking to add anything else tbh with you. As it stands the EBA is still very small (2/3”) and the Severum is maybe 5” tops. I’m aware I may have to do some rehoming one day but just wanted to make sure things are okay for now. I do regular water changes and cleaning and from what I understand the 1400p/h is quite good for the tank size
