Also, the ammonia product i use says it just converts the ammonia to another form, but it will still be removed by the bio-filter. Wouldn't a cyle still start while using this product? Or maybe its a different type of bacteria that would process the alterred amonia.

By removing the ammonia or "altering" it, it will prevent your tank from cycling. In order for the bacteria to build up it needs ammonia and plenty of it!

I really don't know what to do with them at this point. Its getting really frustrating, and i'm basically jsut waiting for them to die. I'm gonna feel really bad when my eel dies though. He seemed like he was really smart. Alot smarter than most other non-mammal pets. So right now i really don't have any options and i don't know what to do at all.

Your best bet right now would be one of 2 options:

1. Give them to a store or a person who has an established tank until you can get your tank cycled.

2. Ask a store for some gravel/sponges/bio-balls from one of their established tanks. This could help your tank to cycle very quickly with little to no ammonia spike because of all the bacteria on the gravel/sponges/bio-balls.

As for the bala sharks getting to be 14 inches long, i've heard that most don't get much over 7" in captivity, and they grow very slowly after 7 inches if they do get bigger. If they do get to be really large, it will be years down the road and i'll gladly buy them a new tank.

Although most fish do grow less in captivity, your tank is definitely not big enough for bala sharks. I would suggest getting some fish that will not out-grow your tank. I bought two baby trigger fish (saltwater) for a 25g and I am just now learning what a pain it is to set up another, bigger tank to move them into. Believe me, it is easier to plan ahead and make sure your tank is big enough to house your fish once they reach maturity.

One more question. How long after adding dechlorinator to water does it take for the water to be dechlorinated and how long should i wait before adding it to the tank?

The dechlorinator gets rid of the chlorine instantly, however I like to stir it a little bit just to make sure. I would also suggest using something that removes hard metals and adds a "stress coat" of aloe vera.
