in the last few days i have seen a massive groth of brown algae in my tank, and up until the other day my nitrate level was sky high, but has no decreased, the light is on from about 7:30 until 10, is this too long

I would say so. 7.30 till 8pm will do fine

My LFS guys suggested that if you are not looking at the fish leave the light off because the phosphates that are added to tap water combined with the light will spur algae growth.
