After doing water changes, i was wondering if i can use the water (that i took out of the aquarium) and use it to put it inside flower plants and grass outside the house.

That's EXACTLY what I do. I heard the fish waste is good for the plants.

is there an internet article that explains this? I would like to find out more info.

IMO water changes remove nitrates and other impurities (ammonia, nitrites) ingredients that make up most commercial fertilizers.

That's true. Plants cannot absorb nitrogen in it's pure form. Ammonium is often mixed with nitrogen to make a Ammoniacal nitrogen, which plants can readily take up. Nitrate is mixed with Nitrogen as well to make Nitrate Nitrogen
