You can't get 3-4 otocinclus in a tank that size, there will never be enough algae for them to thrive there. The tank also needs to be well planted for otocinclus to live long happy lives.

Couldn't they supplement with fresh veggies and algae tabs?

These fish are not so easy to teach to eat anything bar algae. I've got mine for nearly 2 months and although there's veggies in the tank 2-3 times a week for the pleco, they've never ever showed interest. I feed algae tablets every day, and absolutely no interest either. Some of them could be easier to teach to eat something else bar algae but mine don't seem so.
