Advice Needed For Unwell Neon Tetra

I assume I have one ill neon tetra, I have 7 altogether and 2 cardinals.

His symptoms include bloating, bulging eyes, rapid breathing and today have noticed his scales have the appearance of being furry / flakey or peeling.

He's been hiding under driftwood for a while but is swimming with the other neons today. My water conditions are fine and all other fish are doing well. I am worried that if this is a serious disease that the others will also get ill.

I have put in some fish tonic today for lethargic fish so that all fish can be treated as I do not have a quarantine tank to isolate him.

Any advice is much appreciated, I am very worried about thispoor little fish :(

As an amateur fish enthusiast, i would recommend taking him out and maybe putting him in a see through jug or something, so you can examine him closer, and so the disease doesnt spread. I sometimes take a coke bottle, then cut off the top half and fill the bottom half with water. Hope this helps.
 
How old is the tank Neon's and Cardinals require mature tanks.
 
the tank is a mature tank about 8 months and had the neons about 5months i think. He is still eating and swimming with the others, but he doesnt look well. I have ordered another aquarium and got some Tetra Medica Fungistop just in case. If i were to transfer him into the new aquarium, keeping in mind they need a mature tank, would taking some of the water from the main tank into the new tank be a possibility? Just so that he is seperated and can be medicated without treating the healthy fish?
