A flameback shou;d be fine in 25 gallons or more. Give it plenty of rockwork and it should thrive.
Consindering the size of tank you have there fishfan. i think you have plenty to research up on. Clowns are royal gramma are a personal favorite combination for me in small tanks.
Chalk Bass ( Serranus tortugarum) are excellant beginners fish also and display nice shoaling qualities in larger tanks
