I have shipped fish and I have bought maybe 40 fish online over the years. I had only one bad experience where a wild discus was only bagged with one bag and he popped the bag with his dorsal fin. I got the fish and he was only in enough water to keep him wet when he was on his side. He lived a day but never recovered. That was bad I was out $80 and would never buy from that seller again.
It depends on the seller. If the person did not starve the fish a day or 2 before shipping the fish could die from ammonia . It is also risky to ship when it is cold or extremely hot. All fish get shipped in the mail every fish at the pet store was shipped there. It's very normal to ship fish.
