Two things that I just have to put in it are the African dwarf frog and some tetra.

What else should I put in the there and how many of each thing should I have?
What decor and plants?

Aquarium measures 70 x 35 x 40cm

Please give me some ideas :)

How about the following...
Tetras
African dwarf frogs
Otto catfish
Barbs
Maybe some guppy

When u get your african dwarf frog make sure they dont sell u a african clawed frog. They grow alot bigger
 
I'm looking for suggestions then i can see if I like them or not.. I like most fish!

But everyone likes diffrent fish here so your gona get a massive list of fish. If it was my tank id have to have some corys probally panda corys with some neons.

Okay, Otocinclus Cats are shoaling fish & should be kept in groups of 6 if space allows. I've also read that they should only be added to well established tanks that have been established for at least 4-6 mnonths or there might not be enough algae for them. Another problem with them is that they are such good algae cleaners that they sometimes run out of food! You may need to add sliced cucumber or zucchini to supplement their diet.

I like Von Rio Tetras & Lemon Tetras. These are also shoaling fish that should be kept in groups of at least six.

The only Barbs I recommend for a tank that size are Cherry Barbs which are fairly peaceful & for the amazing red color of the males. Even though they are shoaling fish, you can add them in pairs, I'd probably add 2 pair. The females are nicely colored also but not as awesome looking as the males.
