54W T5 Controller 45W T5 Tubes

I thought it was ok to use the arcadia twin 54w t controller for 45w 36 inch tubes (arcadia plant pro and juwel day) but apparently not, is there a way around it or is that just not doable?

I'm trying to get the max wattage under the lid, 36 inch bulbs are about the max, the juwel light unit is too big as is and I'd rsther not chop things up too much.

From what I recall, I dont think it will work as it could send too much to the tubes and kill them, likewise, a ballast not powerful enough woouldnt power the lights
