That depends on what you want, Reef, fish only with live rock , fish only.
In any case, the average cost for starting up a saltwater tank varies from $500-$1500, to even figures such as $15,000.
It is imposable to explain the mechanics of a marine aquarium in one post though, if you realy want to get into the hobby, I suggest you buy a book about keeping a marine system, it will tell you a lot more than we can here. :)
 
My first SW tank was a 29 gallon fish/live rock. It had a heater and a AquaClear 500 filter on the back of the tank with a standard light. I spent around $300.00 for it. It was cool and all, but before long I wanted more and changed over my 75 gallon Discus tank to SW reef. I have had the reef for almost 3 years now, and dont tire of it, always something new to find/look at. Not to forget that it is much easyer to maintain. If you want more than a few fish and live rock, you can add the price of a skimmer, a good light, corals, a test kit, and RO water changes every 2 to 4 weeks, this will jump the cost up to what Frank was talking about.
When you figure it all out, you might as well go to a larger tank.
 
nano reefs can be twice the cost of a larger tank (100G and above) quite quickly. They tend to crash at least annually from what I hear. Read the pinned articles for info. If your budget is $300, save it and wait until you can spend more to do it right.
 
i got a really good deal on my 30 gallon tnank i paid 23.00 for the tank and after all was said and done we spent about 200.00 to get the tank statred. i have a really good pet store
