Any fish safe rocks or wood will do, doesn't have to be any algae on it to start off.
Use old tank water as it speeds up the process, after a few days on a bright window ledge you'll see a nice green coating of algae.
Use a few bits of wood or rock, then while one's in the tank, you have others ready to swap when needed

I think I've decided that I'll leave the otos for now - if I ever upgrade to a larger tank in the future, I will certainly consider getting some.

Just a question - if you use mature media in a new filter in a new tank, would you count that tank as being mature because of the media or not?

The filter would be cycled & support your existing fish, but I personally wouldn't say the whole tank was mature

In terms of algae eaters like otocinclus and snails for example the tank is not mature. The way I understand it the tank develops this biofilm on its walls which they will snack on!
