Possibly as a breeding tank, but i wouldn't do it personally.

No chance, no way near big enough, I'd be looking at a 60Cm minimum with a volume of at least 60 Litres and a foot print of at least 2 square feet.

In theory a single GBR could survive in a tank of that size, but it would be one very unhappy fish; they are actually quite shy and need 'dither fish' around to give them confidence.
