I have a tank on my desk in my office and I don't know if the lights are turned off of a night. How will the plants and fish react to having light 24hr a day?

it's not natural for the plants - they actually need time for respiration. most life does well in life-like simulation (aka day and night). algae will also thrive in this environment ... quickly thrive

I agree that it is important for fish to have "sleep" time. You might try getting a heavy throw/blanket to put over the aquarium at night so that they have some down time....similar to what you do with parrots. :p
