I suspect they say that because of male 'aggression.' As in most Nannostomus species the males establish mini-territories. I haven't found this species to be as problematic in that way as, say, N. nigrotaeniatus or N. mortenthaleri. I've kept N. rubrocaudatus successfully in a 29 high, which was 30" (77cm, I believe). I think your setting provides so much cover, I'd try it.
