I would wait until you have a heater and filter. You will also need a test kit, preferably one with liquid reagents and test tubes rather than strips, and a bottle of ammonia solution which does not contain any detergent, perfume etc.

You do not need an air stone provided the filter moves the water round the tank. They are mostly used because people like the looks of the bubbles.
