nonononnoononononononooooooooooNO, Dwarf puffers need a minimum of 5gallons at the very minimum!

You could do a crustacean tank. Plant it heavily. You could have 4 ghost shrimp and a crawfish. It looks really neat. Just leave a space where the crawfish can hide.

2.5 is perfect for a pair of gardneri or australe. I used to house and spawn in 2.5s. Just supply cover for the female to get away from the male once in a while.
