Peat and wood, as well as certain substrates, can lower and soften your water for you. Of course, the use of peat is generally problematic:

Read this, it is a pretty good article and it goes through some of the alternatives to peat.  But all of these things will probably not change your pH considerably, and so it would all depend on what your baseline pH is out of the tap after having degassed for a couple of hours.  But then again, a 2.5g tank is small and so is more easily influenced than a larger tank.  You will just need to make sure that none of your hardscape is raising the pH as you go.  For that, there is a great article somewhere here on the forums - location slips my mind but a little digging on your part would find it.
 
And about Tiger Shrimp, I just don't know the answer. I love them as well.  And while I don't keep any shrimp now, apart from some Amanos as shredders, I have been thinking about restarting my own 2.5g.  Just never knew if it were too small or not.  But, as TOS notes at the top of the page.  Really, 2.5g is too small for anything.  Even shrimp, bigger always being better in the aquarium hobby.  Look forward to hearing what others might have to say about them though.  You may find a better answer in the invert section, though.

Thanks for the article I'll make sure never to buy peat moss again :(. I feel bad now that I purchased fluval peat moss a month ago..refund! I've decided I'm going to get tiger shrimp and start with them in my new 10g and then move some to the 2.5. The 10g is cycled because if some of you saw my other posts then you'd see that my old 10g quarantine tank busted...thanks for the help everyone!
 
Don't worry. It is always best to learn as we go along.  It's never learning that is the problem...
 
Keep us updated about how the tiger shrimp go.  I would be really interested in hearing how they go.
