Yes, a three-spot would be just about ok but on its own and prefferably in a planted tank (they set up territories and don't wander far unless necessary so the small space is just about adequate). Males are more territorial btu also grow larger while females are less territorial (which may mean they want to move around more) but stay smaller. Which you feel is the better option is, I suppose, down to you. I have only realy kept a three-spot in such a small tank permanently because I had an opaline male who was rather violent in a community but he thrived so I know the size didn't bother him and, judging by the behaviour of gouramies I have kept in this size tank just as a temporary home, the same should apply to others of the same species as well. Obviously, it is down to the individual fishkeeper to determine whether their particular fish is ok in their set-up (as gouramies vary greatly in temperament from one fish to the next).
Do you mean whether it would be ok to have a three-spot in a 15 with cories? Yes but I would only try it with a female gourami as males are very territorial and, in such a small tank, this could lead to serious problems.
