Nope no other fish just this one, its other eye looks fine. this fish does have what looks like warts almost on its top fin 3 in a row

Ive got a 4 redtail tinfoil barbs and 1 has what looks like a small piece of cotton wool over one of its eyes. Ive only had my tank for about a week and it doesnt look like its been cleaned in a couple of weeks, so ive cleaned the tank and filter. Im not sure about m ammonia, nitrate levels etc...
