do you have a fish store close by that has someone of any fish knowlage? if so capture him and take him there im sure they could identify it but it will slowly progress and spread to all the finns on the fish the tail will start to get real leggy and will most likely start to lose color. this...

it could be a start of finn rott or somthing like that which can ussually be cured pretty easy

sounds to be a PH problem.
