are you sure the propellor is spinning, if its stuck and not moving freely it wont circulate the water, have you also tried without any media ? as this can also prevent it from circulating if installed incorrectly.

why not use argos play sand ? £2.99 for a big bag of it and is fantastic much better than gravel.
