    I think you mentioned the stand has levelers. Best to use those rather than the rug. The rug will compress especially after it gets wet, and it will get wet.

    I think the tank should be level. Moving the rug under the stand is not a good idea. If the stand has levelers, use them. Just curious, is that a stand made for aquariums? Doesn't look like it. Also, that shelf might make maintenance etc of the lower tanks difficult.
