Have you been monitoring the nitrite reading every day? If Nitrite is really high, apparently the API liquid kit will show 0 ppm after the 5 minutes.   I can't see anything "bad" about your tap water, it's unlikely to be causing any problems.

Schools are best at 10+ fish. Rainbows can normally be kept at a ratio of 1m 1f and some people keep 2m 1f (I would prefer the former for myself).

Hi, the wiring diagrams look the same to me, so I would wire them the same way. i.e.: old>new 1>14 2>13 3>12 4>11 5>10 6>9   I can't see the rest of the writing on the ballast, but I do recommend that you check that they have the same W specified.

That's a difficult question which depends on the exact species. I personally do not feel any of my wood eating plecos live foods.

I'd squeeze the filter in next to the heater if there's space, and spacing out the plants a bit should help with that as well!

  I used to use them a lot and eventually stopped altogether once I could afford brand new tanks and scratches started appearing on those. Since I stopped using them, I haven't had any new scratches at all and that was a few years ago.

What about sticking the filter behind the plants, the thermometer next to it, store the magnet at the back, behind the plants.   You might need to lower the water level for the Pistia when it arrives, some is quite tall! ;)

I would be willing to be your back up option as I can take all of them except the albinos and plecos, but I can't afford to pay much and would need to have them posted (which isn't what you want).

   Lemna , Salvinia, Pistia and  Sprirodela are "easy".   Lemna will survive almost anything.   Pistia and Spirodela benefit from lighting quite a bit and Pistia likes heated tanks best (over 16°C/60°F).   I grow Salvinia under bright lighting, so it will take time to adjust to medium lighting...

They will eat all foods, but they're best off having a predominantly wood and veggie diet as that's what they can digest best and need nutritionally.

Assuming the filter in this tank takes less than 1/3 of the media from your cycled tank, you can replace all of the new media with cycled media and add fish immediately.   The best source of ammonia is liquid household ammonia.

Yes, soft water is fine. In extremely basic terms, RO water is extra soft water. Unless you plan to breed them (for which you'd need another tank anyway), even neutral water would be fine for your fish.   I'm not sure if this is the cause of the problem, but I wouldn't rule it out.

That's expected given that the tank is bare and it has no school to make it feel more secure. It's just scared and uncomfortable where it is, and there's not much you can do about it unless you want to plant up the tank and add a filter and heater (if you haven't already).

Not salt in the sense of marine or table salt, but salt in the sense of minerals. The easier option is to mix in some dechlorinated tap water at water change time.   How long have you had the angelfish for? Have you fed any live or frozen foods recently?

Why would a 50% water change almost kill your fish?   What nitrite reading do you get from the water that you are using for your water changes? Are you dechlorinating it?

How long have you been doing water changes with RO water only? This could be causing the problem because you are removing all the salts from the water which is making it difficult for the fish to retain them in their blood.
