    You can put the fish straight in, use fresh dechlorinated water.   Add the mature filter media along with what came with the new filter, you may have to remove some of the new media so the mature media fits in. Then over a short period of time the bacteria will spread over the new media.

    Just remove the media from the filter in the 10 and put that dirty (cycled) media in the filter that you are using in the 20.    You can also swap the gravel, but using new gravel should not cause any issues. The majority of bacteria lives in the filter.  Just watch your water stats for a week...

    I would recommend going with water changes. just be careful not to suck the fry up. When raising fry you always want to keep water as clean as possible to minimize losses.    You could use a net to keep the fry away from the pipe when removing water.
