    It does look like ich, aka whitespot. I can't tell from the photo, but if the white spots look like grains of salt sitting on the surface of the fish, then yes it is.   I always recommend a proprietory whitespot cure, not sure if you have Protozin by Waterlife in the US, but that's what I use.
