    It seems to me that it's cycling, just very slowly. It can take several weeks in my experience. There are some things you can do to speed up the cycle I understand, though I'm not an expert on that. Maybe someone who knows how to speed up cycles will chime in.

    It can take a while I think; sometimes several weeks. I think you can add a little bit of food to speed up the bacteria production. Or you can try to seed it with filter media from a cycled tank to speed it up. I have a terrible time being patient while cycling a tank.

    So it must be something particular to that tank then. To clean the substrate, just swish over it and suck up any debris that comes up. No need to take all the water out or any of the substrate itself.

    It's fine to do it all at once, as long as you are making sure the water replacing isn't too different from the water you took out (dechlorinator/temperature/etc). I personally try to do water changes of about 30% at a time, just because I don't want to risk any large swings in parameters...

    You could add some Indian Almond Leaves. Bettas love them and I think they can help a bit with fin rot. They also lower the PH naturally if I'm not mistaken. You could put in some java fern or frogbit relatively easily which would help.

    Have you tested your tap water? Sometimes there is ammonia in your tap water. You need to figure out why your ammonia is high for a long term solution to address the cause. Maybe clean out your filters (in tank water) and your substrate as best you can. You could be overfeeding.

    I only replace mine when they start to disintegrate. Maybe every six months or so I replace one cartridge at a time. Seems to work fine.

    It's hard to tell as the picture is not great. 0.25 ammonia can cause damage in your betta, particularly if that's been the case for a while. Just make sure your ammonia is down to zero and keep an eye on it. If it grows, that's a problem. If not, it might be ok.
