22.5°C issn't enough for a Betta fish. It should live at 25-26°C. If possible in a 10 gal.
10 gal. is way too small for a Goldfish. 25 gal should be the minimum considered.
Both fishes want live plants, especially Betta that needs heavily planted tank.

I believe you ;) mine was also a kind of a rascal : he wanted to crunch "his" nerite's antennas ! He would hide behind a root or a leaf, watching for the nerite ! I had the fastest nerite in antenna vanishing !

It could work well............... or not. Very hard to know the way it will turn. You could swapp filter and add some live BB, and regularly check ammonia, nitrites, nitrates.

Why plastic ? Natural roots such as spider or mopani or rock like lava, will give your tank much more style than plastic.
Anubias are "tank plant for dummies":lol: Love them : they come in so many leaf shapes, colors and sizes.
In case of "shorts" fin, it's a Betta plakat, maybe a 'polka dot' pattern.
In doubt, you could deworm him with eSHa-ndx (efficient againts flat and round worms).
If you waterchange, make sure it is at the same temperature as tank's.

Without water parameters, bare minimum NH3 NO2 NO3, or better adding GH KH pH, no one would be able to help your fish.
Please provide overviews of your tank.
The best, respectful and only way to be sure fish has been euthanised is to proceed the way I told you.

This is how I euthanize. A very sad moment.
Dosage given for fish up to 8 cm/3 inches.
What is needed :
- a container for 1.5 litres of water (to be adapted to fish size) with lid
- a small vial with a cap,
- a net,
- clove oil.

The only way to check a rock is hydrochlorid acid. Vinegar and lemon juice aren't enough accurate.
Also you should have boiled it for a good sterilization, and filed it down to get rid of any roughness.
