It's very difficult to get rid of them in most places. They are just so common and breed so easily and often. If I were you, I would ask if they would be willing to take a new batch at least once a month for however long. If they are, then you're fine.

You won't scare the fish unless you slam the door. Having skittish fish in a high traffic area is good for them to get used to people and for less skittish fish they will get used to it in no time.

I don't know about community fish but most other fish are a lot more skittish if they're F0 or even F1. They're used to different water paramaters also.

In any tank 55g or over I would use 2 heaters with both half the watts of what the tank would need. Much safer that way.

There are no piranhas I know of that can be kept safely in pairs. Even with rbp's the dominant one will usually kill off the weaker one. Black Rhoms definitely have to be kept alone. They're even meaner with conspecifics. You'd eventually have to get a 150g tank or so with a full grown one but...
