    It's most likely planaria, a type of flat worm and isn't all that uncommon.   They can be a threat to very small/young slow moving fish/shrimp and can be removed by either a standard dog/cat worming tablet (look online for instruction how to use) or by a planaria specific treatment.

    Take the heater out completely and don't replace it with another one yet. Check where the temp settles and if it doesn't need to be heated then that's a bonus. I don't have a heater in my Fire Red and Fantasy Blue tank (both Cherry types) and the temp fluctuates only a small amount between 20-21C.

    Both Mama and I can attest to the fact that small volumes are much more difficult to control, temperature-wise. 27C seems a little too warm, is it just up there to boost the cycle a bit?

    Black sand could work equally well, just so long as it's cory safe. Too jaggy and it can get stuck inside gills.   Dark substrate may even be preferred by your corries and they may even darken to match it and feel less vulnerable.     If you chose your plants very carefully and go for easy(ish) to grow ones, there's no reason why normal, cheap sand won't work. I have argos play sand and as well as cories loving to sieve through it, my banana plant, anubias, mosses and bulb type plants grow just fine with no extra ferts or CO2...
