haha yeah water does thatbut if you had a pump in the second tank, with an outlet into the top tank, that might work, but i'd still have a built in overflow somewhere just incase
 
have you told her that yet (in the do it yourself (not taking the plunge))
 
this may also work, if both ends of the bridge are at the same height, then the higer tank shouldnt empty into the lower one

the problem it the fact that a syphon will be setup from the top tank.

you need an overflow (not just a pipe) from the top tank and a pump in the bottom tank.

so that as the pump takes water into the top tank, the water will rise and overflow into the bottom tank.
