Cherry Barb struggling

I have a cherry barb, out of the 6 I just added to the rank, that is trying to swim down consistently, but when it stops, it floats back up.
What could be causing this and what do I need to do?
 
Stop feeding the fish dry food for a week and only feed live or frozen foods during that time. If the fish continues to float up when it stops swimming after a week without dry food, then it has a swim bladder problem and there's no cure, so euthanise it. If the fish swims normally and doesn't float up after a week without dry food, then it is air in the intestine.

Thank you for the advice. I checked it this morning and it is doing better, I fed then some frozen blood worms instead of crushed Flake food. It seems to still be fluttering its fins more than the other, but seems more stable and is not floating or sinking.

If you use a mobile phone to film the fish, hold the phone horizontally (landscape mode) so the footage fills the entire screen and doesn't have black bars on either end.
