My betta fish won’t get up off the floor of the tank

I’ve had my fish for almost a year now and recently noticed his fins begin to rip so I cleaned up his tank thinking maybe it was something in the water but since then he’s just gotten even more lethargic and skinny and will not leave the bottom of the tank unless to breathe I’ve tried almost everything to get him back to normal but nothings working he’ll eat every now and then but it’s lesser each time I’ve kept the tank warm and I even tried adding aquarium slat but that just seemed to make it worse to I cleaned it out.I would really appreciate any advice whatsoever.

Also I forgot to add that he’s been like this for about 2-3 weeks at this point and I’ve tried most things but they won’t help
 
If you can give us some more details about the tank and your fish, I'm sure it would enable more people to help.

Include as much detail as possible, like:
  • Tank: size, dimensions, any wood/stone, ornaments, plants, filter (how often you clean it), heater (what temperature your tank is usually at)
  • Water: water hardness, pH, temperature, ammonia, nitrite, nitrate
  • Maintenance: how often do you preform water changes and how much, what do you add to the tank (plant ferts and any products like ph buffers, stress coat, tannins etc if you add them), what do you feed your fish and how often?

More pictures would be helpful too, and any pictures of him upright or swimming.

Assuming the tank and filter is clean and the water quality is good and there's no ammonia, nitrite and low nitrate, it could be old age or just a genetically weak fish due to inbreeding.

Does he eat anything?

What does his poop look like?

The tank he’s in is a 7 gallon,the base has a bunch of dwarf hair grass and it has a rock structure,the temperature is usually at 26.c. But now I’ve been keeping it a little higher around 29.c
I cant exactly get water test kits where I am easily but the water that we get at our house is well water and all my other fish have been thriving
Ido a 25% water change every week and no I don’t add anything to the water,I feed him once everyday

His poop looks pretty normal, and he’ll eat every now and then but sometimes it’ll be a few days before he eats
 
I separated him from the rest of the tank so it’ll be easier to keep up with him
