Do I need a heater ?

I have two male guppies and the water temperature is 26c, my room is always hot even in the winter so would a heater be needed ? Also the water is cloudy on the picture from a water change...

No, you don't need a heater. Your water temperature is at 26C. (Which is 78.8 degrees Fahrenheit)

I have to ask... what is your pH, GH, and KH? You can find this information out by going to your local water providers website, or by calling them. We need actual numbers. (Ex. ppm)

Guppies require hard water and a lot of space to swim. If you have 2 males, they will most likely act aggressive towards each other. Guppies should be kept in a 2:1 ratio. (2 Females for ever male)

You have that backwards, it needs to be 2 females per 1 male :)

If you keep males only, keep a trio or more to spread out the aggression :)
 
No harm in having a filter just in case .. I dunno, your heating breaks down in your house during winter? But no, not essential if your room temp keeps the tank at a stable temp
