You probably have a switched mode power supply that is kicking out all sorts of RF "mush"... I'd bet money that the EM noise "pollution" filtering from this doesn't even meet the (probably fake) standards markings on the case.
You will probably find that the typical surge protected power strip will do little to help. You need something with decent filtering.
Is the LED psu a "wall wart" type? If so, you could try a different one (just ensure that the current ratings are **at least** the same. The output voltage **must** be the same.).
If the PSU is not built into the LED driver unit and you have access to a bench PSU (do you know any electronics gurus/hobbyists??) then you could identify the exact source of the problem by elimination...
Can you provide a photo or two of the unit so I can get an idea of exactly what we are talking about..
Also, is there any specific reason that you need to use "Homeplug networking" as opposed to wifi? Could you identify the exact types that you are using?
