Neon Sickness

One neon looking pretty sick despite excellent health of others.
A photo is attached, taken on my very own spiffing digi cam

Details:
- pH neutral
- 25% water change/wk
- water softener added
- 2 foot tank
- no new fish
- Tank mates: 6 guppies, 1 pepper catfish, 1 male molly, 4 other neons, 2 tiger barbs (theyre fine - no aggression).

Symptoms:
- Gulping alot, a few scales missing, pale/white colour loss around caudal fin.
- No sign of velvet or ich
- still swims strongly
- not being picked on in tank
- fins good condition
- body a bit emaciated
