the small tank is over stocked due to the fact that the 'algae eater' aka CAE will grow very big and get very aggressive, a tank that size cannot support the adult fish therefore since stocking is done by adult size it is overstocked, then theres the facter of only having one of each tetra when they need at least 5 to feel safe.
anyway the 29 gal, how tall is it? the kisser will get too big but you say your getting rid of it so i will say no more about him, other than that depending on the height i see no other problems. i wouldn't add a red taied black shark as they are aggressive, up the number of tetra or get rid of the single one, they could end up as angel food as the angels grow so be careful
