Sorry im not sure what the white edges are but my guess is the beginning of a bacterial fin rot infection. Of course, it could be a natural feature such as on the fins of male neon tetras but im not familiar with your kind of tetra (head light?)

The fish is Hemigrammus ocellifer, we were discussing the discoloration of the anal fin., the white bit.

Pebbs, it's really hard to see, frankly it doesn't look bad. This and a few other characins do have a whitish leading edge to the dorsal and anal fins. Yet you say it is getting worse, which is odd, however, I trust your judgement.

Fin rot is a bacterial problem and is a feature of badly maintained tanks really, and I don't think yours are. Fungus tends to look like fungus, it's lumpy or hairy or, fungusy looking, and you say this is not.

Are the Hemi's still obviously "out of balance"?
 
been watching quite closely,doesnt seems so bad ,think it is one in particular ,checked water again all seems ok .all neons and beacons have the white edge.. :) pebbles
 
Looks like a natural colouration of the fins but then you cant really see the area in question very clearly in that pic.
 
All of my H&TL tetras have the same white coloring on there fins. they have been that way ever since I've got them, and their fins aren't rotting away. ;)
I assume its just the same for yours.
 
I also have head and tail light tetras, and all of mine have that whitish edge on them. I have had mine for many years, and have never seen one without it.
