i ripped the starter unit out my rekord with the end caps etc

and the tube including end caps is over 18 inches which is longer than my new tank how ever of i fitted it with a 14 watt T6 or T8 tube would it blow it out or would it be safe? i think it shoudld be

You would be overdriving the tubes if they are smaller than those in the unit you pulled the balast from. It likely wouldn't blow the tubes strait away, but their life will be relatively short. Juwel balasts are already known for overdriving, so expect a short lamp-life  Personally, I'd fit a new smaller balast

Yeah, I've just had to get a new ballast for a 2-tube fixture in my shed in which I put 40 watt T12 tubes but it was supposed to take 32 watt T8 tubes. I've been finding out that ballasts need to be matched pretty closely with tubes in some ways but I still can't figure out what, if any, leeway might work if one has occasion to stray beyond exactly what a manufacturer recommends.

Are there any ballast/tube experts out there that can tell us what kind of leeways might work or not work?
