Would it be safe to add two more gudgeons?

Yes, I have 3 now. The new one has accepted the food, he/she stays in cover but thats normal cause he is settling in... He/she sometomes will come out though and explore the open areas.
I thought after the death of the first one that you were going to wait a few weeks before introducing any new fish.

I was, but this ban happening on animal trade is closing in. I saw him being all sad in the tank at the store and I knew my tank was perfectly set up for em. In the next few weeks I plan on adding the rasboras. This ban taking place is making me speed up my decisions. Right before I add any rasboras I plan on dumping a small bottle of BB into the tank to give it an "instant micro cycle".

So, when is this ban going to be enforced, is that happening in the next month or so? I for some reason I thought it was just a discussion document that needed to be passed through the government, I didn't realize it was happening. I have heard nothing about it in New Zealand yet.

Well, PETAs excuse for having it passed through is that "by not having animal trade, diseases wont start spreading rapidly" which is partly true, BUT, imho, its just an excuse to get rid of animal trade for the U.S. I'm hoping it doesnt get passed but I am preparing.

I think you may find it is about 3-5 years before anything will change with fish keeping, and then it is unlikely the industry will change dramatically.

Maybe...

wow! i found almost fry for 8-9 at petsmart
I asked my local pet smart the last time they got any and they said it was like 10 years! That's insane your pet smart had some and for that cheap!

We used to sell peacock gudgeons as adults for $5.00 ea (retail)
Everywhere online its more than $10... My LPS told me that if certain fish habe been in the store for a while, they lower the price. That's the really good thing about my pet store, all the employees are upfront and honest. I have even spoken to the owner, he is a nice guy as well.
