Woah. What The ----?

I just came home to find Rufus jumping out of the water, smacking against the lid, falling back into the water and then doing it again. He keeps doing this repeatedly. I went to take him out, second the lid was up he flew out of the tank and landed on the ground. I managed to pick him up as he jumped around and put him into a jar, he was trying to jump out of the clean jar. I cleaned his tank out, put fresh, dechlorinated water in, put him back in and he's still doing it! He's been doing it for thirty minutes now, he doesn't even look tired. What the ---- is wrong with him?

Is he rubbing or flicking his body up against any of his plants or ornaments?

No, just jumping out of the water, hitting the lid, falling back into the water and doing it all over again. He's still doing it, although it looks like he's tiring.

How odd! Neither of my boys jump. Well Ollie sometimes when I dangle food above him. )
Some are more prone to being jumpers then others tho. May be he's trying to find another territory to find ladies? Only thing I can think of.
Can he see other fish from where he is?

Fish jumping is usually a sign of flukes somewhere.
But of course Bettas do like to jump for food. Have you tested your water in case theres ammonia or nitrites present, how are the nitrates and ph doing?
