Most are not in my situation where I do not have a smartphone or tablet to be able to read QR-Codes. This recently was an issue as my new electric trike came with no manual, just a card with a QR-Code to scan for the link to the PDF manual to download. This was not a big deal as I contacted the Amazon seller explaining the situation and had a clickable link to the manual within 90 minutes.
There are some QR-Code readers available in the Microsoft Store but all seem to need a web-cam involved which I don't have on my main system nor my micro system. So I did a search for a reader and found this freebee that seems to work quite well. I scanned the QR-Code and saved the resulting file. Chose the option to read from a file and the result was the link to the manual. I was pleased and think I'll be keeping this utility. It also allows for reading a code from an image on the screen, web cam or the clipboard. Did I mention that it is free?
The thing seems to be called "CodeTwo QR Code Desktop Reader & Generator".

Oh it also allows you to generate your own QR-Codes which I tested with no issue.
