Willow Bark?

could willow bark be used in an aquarium if it was soaked to take any tannins out..

Willow bark isn’t toxic but is used to make Asprin pain reliever. It shouldn’t affect the fish if you soak it well first. Once it stops releasing tannins (brown discolouration) it should be fine to use in the tank.

does it matter if its slightly rotten?

try to wash the rotten stuff off as it will break down in the water and can cause ammonia levels to go up. Use a garden hose to blast it off. If it is good enough to stay put after being blasted with a hose, it should be fine and is unlikely to cause any ammonia problems.
