Will java fern and anubias rot if buried in substrate?

I have 3 questions: 1. Will java fern rot if buried? 2. what is the best vacuum for shrimp/sand/fluorite substrate. 3. How do i vacuum it? The substrate always come with water when i vacuumed.

There is an easy technique which you can search on YouTube. Personally I only pick up dead leaves and don't vacuum sand. Bacteria and snails take care of it as long as you don't overfeed. Note this is for sand - gravel must be vacuumed
 
1. Yes, Java Fern will rot. You need to tie/superglue it to a piece of lava rock.

2,3 I personally just use the tube part if a siphon. I start the siphon by sucking in on the other end and then I start cleaning. Don’t actually suck up the sand, you will want to slowly swirl the end of the tube over the surface of the sand, to kick up debris. After you are doing this, you can suck the debris up. It took me a while to figure this one out, so don’t give up!
 
It is the rhizome of both java fern and anubias that will rot if buried. This is the thick root like thing that the leaves grow from. The true roots are the hair like things which grow from the opposite side of the rhizome from the leaves.
As long as the rhizome is above the substrate, the actual roots are OK if they go into the substrate. The usual way to grow them is decor of some sort. Either glue them on with superglue or tie them on with thread. They will cling by themselves after a while.
 
If you suck up sand as well as dirt when using a gravel cleaner, simply kink the hose a bit to let the sand sink back down.

I do this as well if I accidentally suck up sand.
