Whiteish cloudy water...

My 30 gallon bracksih puffer tank's water is wierd. It's a white cloudy, not dark, its just like mist, like cream cloudiness. I know it may be a bacteria bloom. If it is that, then how do I get rid of it? It doesn't seem to be bothering the puffer, but I can tell deffinatly that the waters not clear. The ammonia is at 0, nitrites ), nitates around 40..bit they change conatntly. What can I do? Thanks,

Have you recently added a lot of fish to the tank at once? i

Like I said it may be because too many fish were added at a time and have not had time to poo/wee yet. So the filter is getting accustumed to it. Have you added a lot of fish recently?
 
Kossy, I added one fish to it, and 3 live amoazon swords. I cut back on feeding when I add any fish to any of my tanks. So hopefully that helps. No, Ob1, its about 1/4 as bad. Thanks guys!
