White Spots On Clown Loach

This white spot started two days ago, mostly on the back fin. It doesn't really look like Ick to me, it's just white dots. I am sorry for the quality of the photos, but my fish don't like to pose for cameras. I am worried and really want a second opinion to what is going on because I start treatment.

Tank size: 30gal approx.
pH: Neutral 7.2
ammonia: not sure.
nitrite: 0
nitrate: 20 (always at that)
kH: Ideal, 120
gH: Soft, 75
tank temp: 85C

Fish Symptoms White spot, fish are active and eating.

Volume and Frequency of water changes: 20/30% every week.

Chemical Additives or Media in your tank: I use water conditioner every tank cleaning.

Tank inhabitants: 3 Tetra's, platties, two loachs, two algea eaters, 4 guppies.

Recent additions to your tank (living or decoration): None recently.

Exposure to chemicals: none.

As you say, difficult to tell from the photo, but if you're sure that it's not Ich (Whitespot), then I'd say it's the beginnings of a fungal infection. 30% water changes for a week should clear it up, if I'm right.
 
I would also say 20% weekly change isn't quite enough - make sure you're on the high side of the 30% mark.
