White Spot has made my Fish Strange!

Hey; I have 6 neons and thy have been in my tank for 3 weeks. Everything appeared normal until I noticed three had developed white spot.

I have begun to treat them for it. However, they all seem to stay at the back of the tank behind the plants, are not eating and seem to play in the pump current.

Is this a normal thing to happen?

Will the treatment affect my plants too? its a blue substance. I've removed the carbon from my filter but haven't altered temperature at all.

Any advise?

they are the only fish in the tank btw
 
well all my cardinals (i know there not neons but there very alike) also just stay at the back of the tank behind the plants fighting the flow of the filter and there perfectly fine.nor do they seem to eat a lot but they must be getting food frm some were.i wouldnt :D rearly worrie about it until 1 of them becomes sick
